A 1965 MIT graduate, William H. Mooseker worked with the California Department of Water Resources 1965-67, with John Graham & Company in Seattle 1967-73 and 1975-85, and with N. G. Jacobson 1973-75. In 1985 he co-founded Summit Technologies, and beginning in 1987 did independent contracting as WHM Consultants.

His 40 years of structural engineering experience focused on unusual and challenging structures. He took a key role in the development of computer applications for structural design as the author of more than 250 computer programs for analysis and design. He exercised a personal commitment to enhancing the efficiency of the design process as well as the resulting structure. Notable structures around the Puget Sound area for which he had a major role in the design include the 42-story Bank of California, 34-story Southwestern Bell Headquarters, 34-story Sheraton Hotel, 40- and 44-story Westin Hotels, 40-story 420 Pike Building in Seattle; Madigan Army Medical Center, Bremerton Naval Hospital, Beasley Performing Arts Coliseum at WSU, Bellevue's Meydenbauer Center, and seismic design for the concrete portion of Safeco Field.

Bill Mooseker's SEAW service included participation with the Lateral Forces Committee 1974-1997 and the Wind Forces Committee beginning in 1986, Newsletter Editor 1980-85, and the Scholarship Committee which he also chaired beginning in 1986.

Along with Gerard Dixon, Bill co-authored a 1973 "Discussion: Steel Column Base Plate Design" and a 1979 paper on "Computer-Aided Preliminary Design."
