Post-Disaster Building Safety Evaluation Training

The SEAW Disaster Preparedness & Response Committee is hosting an eight-hour training session on post-disaster building safety evaluation procedures to help participants develop the skills to properly assess buildings for occupancy following a major earthquake, flood, or wind event. The training will be based on the WAsafe Building Safety Assessment Program, which incorporates material from ATC-20 (Post-Earthquake Safety Evaluation of Buildings), ATC-45 (Safety Evaluation of Buildings after Windstorms and Floods), and the California Office of Emergency Services (Cal OES) Safety Assessment Program (SAP). The SAP and ATC evaluation procedures are internationally recognized standards for performing post-disaster building safety assessments. This program is a must for engineers, architects and building officials committed to using their unique professional skills to assist following a catastrophic event.

Class participants will be eligible to join WAsafe, Washington State’s new program for volunteers who can assist local governments with performing post-disaster building safety assessments. Class participants can enroll in WAsafe’s online database, which will be used to contact and dispatch WAsafe volunteers. The WAsafe database includes registered engineers, architects, and building officials and inspectors, as well as EITs and other professionals who may be working towards licensure or certification. The professional organizations that comprise WAsafe – SEAW, WABO, AIA WA Council, and the ASCE Seattle Section -- are working in concert with the Washington State Emergency Management Division to finalize operating procedures for call-up and deployment of our volunteers.

7 PDH credits will be given to each registered attendees. Attendees will be asked to sign in and out.

Regular Registration (after Oct 30) - $120.00

ATC-20-1 Field Manual (2006) - $24.00
ATC-45 Field Manual (2004) - $27.00
Field manuals ordered when registering will be distributed at class check-in.

Registration price includes the class, the WAsafe Building Safety Assessment class presentation notes, coffee and tea. ATC-20-1 and ATC-45 Field Manuals are not included in the price but may be purchased separately when registering for the class. The ATC Field Manuals are vital for working in the field and will be referred to in class. ATC Field Manuals ordered during registration will be distributed at class check-in. We recommend that students have or order at least the ATC-20-1 Field Manual for use during the training.

This training will include:

  • A detailed presentation of the building safety assessment process and the ATC-20/45 Manuals with examples of damaged buildings.

  • The important role of engineers, architects, and building officials in disaster preparedness, response, and recovery.

  • The process for conducting post-disaster rapid building assessments and completing damage assessment forms and placards.

  • The significance of the green, yellow, and red assessment placards.

  • The process for volunteer call-ups following a disaster.

  • Information on WAsafe, the building safety assessment program that is being developed for use in and by Washington State.

The instructors will lead the audience through evaluation exercises based on real-life examples of damaged buildings.

Instructors:

Paul Brallier, PE, SE, is a structural engineer and a WAsafe Coordinator and Cal OES SAP Coordinator. He has over 30 years' experience in engineering. Paul has been a member of the SEAW Disaster Preparedness and Response Committee for over 20 years. He is a former member of the Washington Urban Search and Rescue Task Force. In 2011, he traveled to Sendai, Japan, to observe the effects of the Great Tohoku Earthquake and Tsunami.

Jackie Celin, PE, is a member of the SEAW Disaster Preparedness & Response Committee and an Associate at KPFF Consulting Engineers in Seattle. Jackie has 15 years’ experience in structural engineering for buildings, parking garage functionality planning, and managing multi-disciplinary project teams. Additionally, she volunteered and lived in Haiti for over a year assisting in the recovery efforts after the devastating 2010 Léogâne Haiti Earthquake.
