David B. Johnson earned his BS in Architectural Engineering from California Polytechnic State University at San Luis Obispo in 1981, and a certificate in Project Management from the University of Washington in 1998.

He worked as owner/principal of CPCS Structural Engineers 1983-95, then as business/community developer with AHBL 1995-98, as managing member/sole proprietor of Syn-APSE LLC 1998-2001, as administrator of construction for the Puyallup School District 1998-2008, as professional engineer for the City of Tacoma 2008-11, before becoming manager of the City of Tacoma Building and Land Use Services Division in March 2011.
