Post-Disaster Building Safety Assessment Training

About the Event:

The SEAW Disaster Preparedness & Response Committee is hosting an online, eight-hour training (split into two half-days) on post-disaster building safety evaluation procedures and WAsafe, Washington State’s program for post-disaster volunteer responders. This program is a must for engineers, architects & building officials committed to using their unique professional skills to assist following a catastrophic event.

Participants will learn how to properly assess buildings for safe occupancy following a major earthquake, flood, or wind event. The training incorporates material from ATC-20 (Post-Earthquake Safety Evaluation of Buildings), ATC-45 (Safety Evaluation of Buildings after Windstorms and Floods), and the California Office of Emergency Services (Cal OES) Safety Assessment Program (SAP), The SAP and ATC evaluation procedures are internationally recognized standards for performing post-disaster building safety assessments.

Students who take the class will be eligible to join WAsafe, Washington State’s program for volunteer Building Safety Evaluators (BSEs). They can enroll in WAsafe’s online database, which will be used to contact and dispatch WAsafe volunteer BSEs to assist local governments with post-disaster building safety assessments. The WAsafe database includes registered engineers, architects, and building officials and inspectors, as well as EITs and other professionals who may be working towards licensure or certification. The professional organizations that comprise WAsafe – currently SEAW, WABO, AIA WA Council, and ASCE Seattle Section – are working in concert with the Washington State Emergency Management Division to finalize operating procedures for call-up and deployment of our volunteers.

This Training Will Include:

A detailed presentation of ATC-20/45 Manuals with examples of damaged buildings.

  • The important role of engineers, architects, and building officials in disaster preparedness, response, and recovery.

  • The process for conducting post-disaster rapid building assessments and completing damage assessment forms and placards.

  • The significance of the green, yellow, and red assessment placards.

  • Information on WAsafe, Washington State's building safety assessment program, and the process for volunteer call-ups following a disaster.

  • Evaluation exercises based on real-life examples of damaged buildings

ATC Field Manuals:

The ATC Field Manuals are not included in the registration fee. We recommend students have or order at least the ATC-20-1 Field Manual for use during the training. You can order ATC Field Manuals from the Applied Technology Council:

The ATC Field Manuals are vital for working in the field and will be referred to in class.

Instructors:

Jackie Celin, PE, is a member of the SEAW Disaster Preparedness & Response Committee and an Associate at KPFF Consulting Engineers in Seattle. Jackie has 17 years’ experience in structural engineering for buildings, parking garage functionality planning, and managing multi-disciplinary project teams. Additionally, she volunteered and lived in Haiti for over a year assisting in the recovery efforts after the devastating 2010 Léogâne Haiti Earthquake.

Juliette Peyroux, PE, SE, is a member of the SEAW Disaster Preparedness & Response Committee and an Associate at MKA. Juliette’s portfolio of work includes engineering and designing new and expanded airport terminals with accelerated construction schedules and structural steel innovations. Juliette also leads MKA’s Earthquake Technical Specialist Team, with a focus on seismic hazards.
